Questions

Is pixelation permanent — can the original be recovered?

With strong enough pixelation, no — the fine detail is genuinely destroyed, not just hidden. Light pixelation on high-resolution originals can sometimes be partially reversed, so when in doubt use a stronger setting.

Can I pixelate just part of the image?

This tool pixelates the whole image. To redact one area only, crop that area out, pixelate it, and recombine in a design tool.
